Notice the woman in the background gasping as Mom climbs up on the horse and pretends to be Dale Evans. We disappeared into the crowd of tourists before security could apprehend Mom.
Maybe that horse statue is a tribute to some poor legless horse that fought in a war and helped settle the west, and was never meant to be ridden. Bad move, mom! (the little ladder was probably just there to give you a better view of the legless horse).
